overwintering questions

Should I just pile mulch around the base of potted shrubs? For my perennials, can I put them in my shop? it is not heated. I do have a small room in my shop that I could set a heater at say 35. I don't know what to do with the perennials. I am sure the boxwood and rhodos should be ok.
