Carpet rose or a shrub rose (Royal Bonica or one of the "Knockout" varieties for example) rather than climbing rose.
Variegated winter creeper euonymus cultivars are an option. Don't be afraid of upright shrubs as this is only chest high, people are still looking down at the top of the wall.
You could use some color if you wanted to ... Lavender, hydrangeas, and daylilies. There is no single answer. I would give some thought to how the space below the wall is being used and whether you want to create privacy, take advantage of a view, or whether you want to connect or isolate from adjacent activities.
Start with the use of the area and make your plantings support and enhance that use and mitigate things around it that do not support that use. Usually, a planting has potential for much greater use than just as decoration. Try to recognize that and work with it.
