Just guessing, but I think the city was transplanting these into a pot for sale at Home Depot.

Voodoo I like yours better. What my picture doesn't show is the other 50 tree pruned the same way. The city's attempt at pollarding!

That is an AWESOME link! Thanks a lot for posting that. I am going to make it a print out that I give to my customers who have them or request this service. A lot of times, they just don't believe it understand how devastating it can be to a tree.

We just took over a condominium complex where the previous company that has been doing it for 10 years told them they were "pro's". They topped nearly every tree on the property and sent them a 13k bill and caused probably 150k+ in damage. We are talking many very large nice cherry trees, and oaks, etc. Blew our mind when we looked at it =(.

RottieMommy: You have my thanks as well for sharing this link. I would like to edit the material (and in writing proclaim myself as the editor), and share it with my customers in certain cases. I would think PlantAmnesty wouldn't mind, as long as we are working towards the same goal. Shall I ask permission from that organization?
