Inspection Tags/Stamps

Can someone talk a bit about the need for inspection tags/stamps on certain types of nursery stock and fromgrowers in certain parts of the country?
When folks just use a local garden center or re-wholesaler for their plant buys, it isn't much of an issue. That all changes though when you start ordering straight from growers.

What are the various types of inspections?
As a buyer, what are my responsibilities?

Doesn't anyone buy their plant material directly from growers or maybe from brokers?

We buy ours from growers, but they're local growers. Never had to worry about (or am too naïve to worry about) checking for inspection tags.

I would think that the main pest concern for your area would be Emerald Ash Borer?

And it is. But every tree we buy is grown locally. That being said, we don't know where our competitor who's planting next door bought their trees from.
