Employee Promotion Criteria

I saw in here a while back someone posted a link to their employee handbook (I think). And it was how they addressed there promotion guidelines specifically. i.e. CLT = .50 or CDL = $1/ hr.
I am thinking of going that way myself and that was a great tool. Does anyone remember who that was or in what thread.
That will help control the asking or often begging for raises that are not always justified.
