visas, tax ID ??

I'm looking for info from someone more knowledgable than me on hiring status of non-citizens. Someone applied for a job with me that has a tax ID card and has worked here for five years with established companies but says his application for a visa is pending. Does that mean it's legal to hire them? I'm not up on the jargon. Thanks.

GLAN is an unknown quantity at this point
He needs Authorization to work from the US Immigration service. It is renewable annualy.

The Tax ID # should be a Social Security Card

You will need to fill out and have on file an I9 form....can get a form from the US Immigration Service online.
