moss all over

Am new to the landscape world and need some advice on getting rid of moss and preventing it from coming back. I will be putting down topsoil and reseeding... but dont want moss coming back... the soil here in northeastern wisconsin is very sandy and lots of pine trees ... Any advice would be appreciated... Thanks
