Kawasaki rpm will not increase

I have a Kawasaki FH381V-C521-S,E/NO FH381VA41260. It is a 13hp. and is on a Scag 36" with electric clutch.Engine starts on first pull, but rpm does not change when you move the throttle.What is worse is when you engage the blades,the rpm does not increase.The blade are turning but not fast enough to cut grass.The linkage seems to move freely and not be in a bind.RPM will increase if I move the linkage by hand when engine is running.Could it be the governor.

When you say linkage, what are you referring to? I don't know this specific engine, but most governors limit high rpm rather than low, in other words if the governor was bad the engine would race. Is this a problem that just developed? Can you post pictures of the linkage assembly where the throttle cable connects including the rods to the carburetor?

Ax Man is an unknown quantity at this point
Sounds like a throttle cable issue, rather than engine. Make sure that the trottle is advancing at the carb, while you push the knob ahead...

Ax Man is right, if the sheath to the throttle cable is loose at either end it will give the symptoms you describe, also if there is a break in the sheath.
