Fabbing a tool rack for a truck

Anyone do it before? I picked up some 1 1/2" angle iron and 1/2" rebar and let one of my guys work on it. He was working on overtime, and after spending $150 in materials and labor (mostly labor), he has the top part of the rack completed, but not the bottom.

Who's done this before, and how long did it take to fab? Bexter, I know your guys must've made something along these lines.
