Shipping gas powered tools

I recently sold one of our compactors and we now need to ship it out of state. I've drained the fuel and ran it to empty every last drop of fuel. Tried to call the shipping company today to see if I can leave the oil in, but since it's Saturday, nobody answered.

Has anyone shipped gas-powered tools before? If so, did you have to drain the oil as well as the gas?

Dump the oil and place a red tag on it saying it needs to be filled. Also, if you can get anything in writing stating that the new owner was told there is no oil in the crankcase, it is just cheap insurance.
