I would expect 20%. How many yards are you moving here, and what is the cost of dumping/trucking? Can't you leave spoils removal as open, per the load on your bid?
That is the only way we bid excavation. We leave an educated guess as to how much we are removing so they get an idea of what it may cost, and if it is less, good for them. If it is more, good for us. the main thing is everyone gets treated fairly. Much the same as I would not expect a client to pay for 150 yards of soil removal when we took 120, I expect compensation if I estimate 120 yards and we end up hauling 150.
This is really no different that if you are excavating and hit granite. You cannot be expected to be held to the cost of if the job was all dirt.
