Turbo cad

After reading some of the threads about cad and digitizers I decided to buy turbo cad. Right now I just want to scan in plans for measuring areas but can't figure out how to size the plan so my dimensions are correct. I spent about an hour on plan only to find out the numbers are off. When I measured a garage wall to see what the difference was, it was off by about 20'. The plan started out as 1"-10' scale but I had to reduce it to scan. Any help?
