Sounds like a leak. Maybe a broken risor somewhere. Are all the isolation valves all the way open? Did the rock guys or the straw guys step on a head and crack a risor?

Sometimes the dirt will hold the head in place and make the leak difficult to see right away. Leave the zone on for a bit and see if water pools or runs off somewhere.

I had a client who had the same thing. He couldn't understand why when he physically pulled up one of the heads that the pressure increased a tiny bit and the others started to come up.
His cause was that the installer (not me!) had exceeded the pressure/flow capacity on that line with the number of heads, and there is the phenomenon that until the heads (mist or turbine) are fully 'up' - they are not fully sealed around the shaft. This causes further pressure loss - perhaps only a little but - in sector that was already just/just - enough to mean the heads would not come up.
Pulling one or two up creates the seal required on those heads, economising just enough pressure/flow to lift the next and then then the rest rise by the same effect.
Assuming it was working fine before - you either have
1/ A reduction at source (valve partially closed as mentioned by Inspired). Check also that you are not using electronic valves with incorporated flow limiters - these have caught out some of my guys in the past.
2/ A crushed pipe between the first head and the valve (if all your heads are showing an identical problem)
3/ A bad leak somewhere in the sector
