I would just raise the grade of the ground. Embedding for this type of wall is 10% the height of the wall or about 3" for that wall. I don't see that wall going anywhere with some compacted soil in front.

I would not put concrete in front. the concept is good but digging in front of the wall could disturb it.

The contractor will learn from his mistake, cutting corners. His experience dealing with you will ensure that.

I think you are getting a bit carried away but a deal is a deal.

well you don't just lay the block on top of the concrete you either use mortar or an adhesive. While its kind of over kill there isn't really any disadvantage to having it on a concrete footing providing that the footing is done correct.
