Stone path/patio base question

I've been reading here and learned a lot about a project I am undertaking so thanks in advance and past for the help and info.

We have installed a pool and will be putting in some flagstone walks and small patio area. The ground is packed, pounded, rolled hard red clay in the area and has had some pea gravel pathways on landscape fabric. Can we simply place the flagstone in this pea gravel and then sand fill? Wash isn't much concern and traffic is pretty light.
I've investigated poly sand but my closest source is over 100 miles away for gator dust, which I would think would be best considering this is an amatuer job and the spacing will probably be a bit larger than a pro.

In another area we plan to make a patio with the dwarf mondo in the spaces. This is currently just packed clay...what should we put down for a base and then use to fill between the mondo grass?

An idea came up that I haven't seen here....has anyone mixed pea gravel and poly sand (not the gator dust variety but something like Quikrete's version)? Would this give the poly sand something to bond with in gaps over 1 inch? Do you think it would make an "aggregate mortar?" We have a large aggregate patio and are thinking this might be a nice compliment.....
