Brick Steps to a paver patio

What is preferred/best method for foundation of brick steps (2 treads total) from back door down to an existing paver patio? I am considering using cement block then applying the brick veneer but wondering if pouring the steps (then using brick veneer)are better for longevity, etc... Any thoughts would be appreciated.
