When Concrete Stairs and Pavers Meet...

I'm replacing a concrete pad with a paver patio and am about to begin laying the bricks. When I initially tore out the concrete slab, there was some sort of fabric pad (~1/4" thick) between it and the existing concrete stairs, presumably as an expansion joint. Should I mimic this with the pavers as well? if it's pertinent, the general make-up of the patio is octagonal interlocking pavers with permaloc edging.

You won't need expansion joint because you are installing a segmental pavement by using pavers. The spacer bars on the paver edges and the sand medium you lock them together with will do the same thing as an expansion joint between the concrete and the stairs. Typically those are just made out of house sheathing, ripped to the right width, or you can use some foam joint with a rip strip if you want to, but completely uncessary....
