Our local redi mix plant made thousands of "K" rails in the past using just waste concrete. They have enough of them now to block off (and have done so) a lane for nearly 2 miles on Interstate 80. There is a huge yard here where they have been stock piled I believe for the state. They are also used to build temporary dikes here during flood season for the Mississippi River bottoms.
Maybe building permanent walls would call for different scrutiny from the government inspectors though.

Thanks for everyones replies. Engineer says he will have specs written by Tuesday. Curious to what he produces. I will keep all of you interested updated.
