Capping A Sea Wall

This won't be my project, but looking for some recomendations.

This guys concrete sea wall is cracked and heaved from frost and ice. (almost 6" drops in a few areas). He's getting heaves in his lawn now and the waves are comming over the wall and washing his lawn out. I recommended a vinal wall, but he didn't like the 10000 price tag.

He's found a guy the says a new cap will fix his problems. Has anyone seen or heard of adding a new cap to a sea wall?

Sounds like the wall is pretty messed up, and it sounds like the proposed solution is a bandaid to the problem. Depending on the length of the wall, your price might be the cheapest long term solution.

That would be a project for a civil engineer in my area. You are dealing with water front which in my area would mean a number of wetland resources and a certain filing and hearing. It would be reviewed by local, state, and waterways regulatory bodies. I'm not sure how it works in your area, but I would expect some pretty stringent standards that would need to be met.

Is it possible that the owner is trying to evade the proper filing requirements by looking for people who do not realize all the regulations that need to be met by looking to landscapers to fix it?
