Flagstone underlay

We are installing a 15' x 30' flagstone patio near a shoreline. For improved drainage, it has been suggested we use pebbles (1/8" - 1/4") as underlay. I have always used either sand or limestone screenings and am concerned about stones shifting if we use the recommended material.

The land is not subject to flooding (being behind a solid 30-year boulder wall and 4' above the high water mark.

Winters are fairly extreme.

Any suggestions re the underlay would be much appreciated.
