Brick pavers VS. Concrete tax implecations

Just wanted to see if there were guys out there who knew if municipalities assessed brick pavers as a taxable item... I am pretty sure around here they will assess for concrete but not for brick pavers (they don't consider them permanent) . If that is true, it could be a way to sway a customer considering them both. Thanks
