Boulders along pool edge

We are doing a job with a waterfall that spills into a concrete swimming pool. There is also a 3' tall "jump rock". I am unsure how to secure the rocks. I was planning to drill rebar into the pool and rocks and set them in a solid bed of concrete attached to the pool. The pool builder said don't bother. Just set them in gravel and canteliever them over the pool edge. Can I get away with his way? Or do I need to do what I described?

The way that the pool and landscape company that I worked for did it was to design a 2' bond beam into the gunite pool and even wider where a dive rock would go. This is actually the kind of thing that got the company owner involved in pool construction. He found that too often he was stuck with the consequences of having to deal with the limitations he was left with by the pool company who only either cared about the pool or had little understanding of the consequences or limitations that they left behind.

If it is not shot yet, find out if it can be done with a wider bond beam. Some communities consider all of the gunite as part of the "structure", so you may be limited by zoning or other setbacks if the pool is pushed to the limits already. Then you can attach the boulders directly to the gunite with no worries.
