Sand Volleyball Court

We have a request to build a sand volleyball court in a public area for a homeowner's association. Besides the specifications from the HOA and from a couple of official sounding organizations, what do I need to know to bid this?
Are there any special certifications necessary to do this work?
Are there liability issues that I need to consider? We will certainly do the work according to the specifications and use materials deemed suitable.

Anyone built a VB court?

But I know someone who used to play Pro VolleyBall in California


From the specs you received.....how much border around the court has to be sand?
