Question

I have to build some stairs. I want to use Belgard Celtic step system. The drawing they provide is a detail for building into a hillside. I am coming out of a slider onto a patio on a new addition of the house so I will NOT be going into a hillside at all. My question is can I stack the block as a "pedistal method" as I do with versa-lok block. Please respond if any one has experiance with this.
