building steps

last week I removed a 2-3 ft rr tie retaining wall and steps. I then replaced with landscaping block, however the steps I am not sure how to install i cant use the block b/c they will not hold since they just lock into place I am not using a mortar. I would like suggestions on the building and material of steps like a 3 tier each side has dirt and the bottom has dirt of course. I dont know what to use

Most block manufacturers have installation manuals that you can get and will show you detailed installation instructions. Once you've done one, the rest are all about the same.
