Is it a safe install ? I have a client who had a 3 year old concrete patiuo who wants paver placed ove it. Do I just proceed as a normal install - screed 1 inch sand over to concrete and lay pavers and compact ?

Goint to the ICPI web site would give a better idea an how to do it right.

Make sure concrete is in good conditions and proper drainage.
you have to glue or mortar down your soldier course.
ICPI recommend to put geotextile inside around the border, any expansion joints and cracks to stop sand from coming out.
Me I would put it down on the whole surface up against the pavers.

I would use a thicker paver for the border and the difference would be compensate with sand not a whole 1"

Just remember that now the whole patio will be about 3" thicker.
watch out for doors and areas where meets the house.
