With the safety catches, I put the hooks the easiest way that I can mange to get them on.

Never had an issue in 18 years. We use maintenance trailers, and tractor trailers but the biggest deal we make is crossing the chains.

I was always taught crossed & hooks up. Can't remember the technical reasons why, but when they were explained to me they made great sense at the time. I have never had one fall out when doing it that way with any hooks that didn't have the safety clips.
