We get lots of winter burn on all species of Chamaecyparis, but that's Wisconsin.

Maybe they were pot-bound after sitting at the nursery all summer, and the roots weren't sufficiently disturbed at planting to actively root and grow this spring. A tug on the plant would prove or disprove this theory. If they pop right out, that is.
