Boulders along pool edge

We are doing a job with a waterfall that spills into a concrete swimming pool. There is also a 3' tall "jump rock". I am unsure how to secure the rocks. I was planning to drill rebar into the pool and rocks and set them in a solid bed of concrete attached to the pool. The pool builder said don't bother. Just set them in gravel and canteliever them over the pool edge. Can I get away with his way? Or do I need to do what I described?
