I'm pretty sure that an 80 lb. bag is equal to 2/3 of a cubic foot. Out west a strong mix of concrete is something they call "5 sack" which has 5 sacks of portland in a cubic yard. That is at least how I remember it. That seems like about a 1:9 ratio.

Of course you don't have big aggregate in your sand mix which would mean you have more surface area for the cement to coat on the same volume of sand.
