Sounds like a red flag to me.

He contacted you via E-mail. He is talking about work another installer did.

Reply that you are sorry he was left with substandard work by one of your competitiors. You will be happy to conduct an exploratory exam or his drive...and a recommendation to fix the problem...for the modest fee of $250.

For that rate you can go out and dig up a section of his drive and see what the heck is going on under there. Then, most likely give him a price to redo the entire project the right way.

Do not even consider sending him a goodwill reply of what you think the problem is. If he wants your professional advice he has to pay your professional fees.

Let him waste some other poor souls time.
