Hey Keith, I was born and raised in St. Louis so I know how strange the weather can be but have been living in Colorado for almost 7 years. We can pour concrete pretty much all winter long here. You can use additives, though you do want to stay away from ones containing calcium (if your using steel) if you can.
You definitely have to cover it with concrete blankets it the temp is going to be below freezing. If it is allowed to cure without being exposed to freezing temps it should cure just fine. The size of the project and the type of finish will also be a factor.
I'd contact a local concrete company that's been around for a while and see what they have to say.
