Our foreman has a company vehicle with the same benefits you are describing. (gas, insurance, etc.)
We also have 3 employees with no vehicles. Our foreman is not REQUIRED to pick them up in the morning but sometimes he does as a kindness to them.
You are requiring your foreman to pick up the folks on his way to work, therefore, he is working and should be on the clock exactly the way he is clocking in and out.
We have 1 guy who needs to be done at 5 every day. Usually the folks who drop him off on the way back to the shop are getting paid to drop him off because they are required to do it.
However, the guys with cars will give those without rides as a niceness. (Sometimes they will charge the non-car having guys smokes for the ride.) Probly would have enough money to pay for a car if they quit smoking.
