Drive Time Compensation

I have a foreman that has a company truck to drive to and from work. Once reaching work he will usually take the larger truck to the job site.

He has the responsibility of picking up two laborers every morning (approx. 5-10 min one way from his house) and dropping them off in the afternoon.

He has been filling out his time card beginning with the time he starts the truck at HIS house in the morning to the time he turns it off. I am not happy with this system as I am paying for gas, vehicle, and most of the hours end up being overtime.

I am looking for what other companies do in this scenario or any solutions. I want to keep the foreman happy and I understand compensation for his time, but it seems that I am paying too much.

One possible scenario would be to just add the additional minutes to and from his house to the laborers house. This would be a fixed amount per day. I should not pay for him to drive home or drive to work as this would never be paid for if he did not have anyone to pickup.
