Sounds like you need to find an answer to two different questions:
1) How many guys per crew?
2) How many crews to run?
The answer to #1 depends on the level of service/#of tasks performed per site, and on the types/sizes of your sites.
The answer to #2 depends on whether your existing crew(s) are at capacity, and what you define maximum capacity as.
It's cheaper and easier to try out different crew sizes than it is to experiment with different numbers of crews, as GLAN pointed out.
