Without anything further to go on, it sounds very cut & dry. He's not driving, reduce him to the standard starting rate and increase the other guy's pay.
Each individual should be responsible enough to find their own transportation to-and-from work. Having said that, I allow my most-experienced employee/foreman to take a truck home and back most days and he usually picks up the other two on the way in, and drops them off on the way home. I don't pay him "less" because I allow him to use the truck, and I don't HAVE to let him use it...I could just park it at the storage yard and tell them to take the bus.
My wife thinks I'm being overly generous providing transportation like that, and sometimes I wonder myself. Maybe I just figure an added perk like that will help retain employees in a business where it's hard to keep 'em for long.
