I would assume you have good reason to have an assigned driver (listed as a driver on insurance, etc), and that he knows he's making more because he's supposed to be driving.
Is his other work up to snuff?
Letting him go seems harsh, but there may be other things at work I don't know about. But at the very least it seems that if you give your kid an allowance for taking out the trash and he doesn't take out the trash, then he doesn't get the allowance. He's not doing the job he's getting paid to do.
But that's just one guy's opinion.
